A BILL to amend article two, chapter eighteen of the code of West
Virginia, one thousand nine hundred thirty-one, as amended, by
adding thereto a new section, designated section
thirty-four-a, relating to awarding high school diplomas for
requirements met in out-of-state schools.
Be it enacted by the Legislature of West Virginia:
That article two, chapter eighteen of the code of West
Virginia, one thousand nine hundred thirty-one, as amended, be
amended by adding thereto a new section, designated section
thirty-four-a, to read as follows:
ARTICLE 2. STATE BOARD OF EDUCATION.
§18-2-34a. High school diplomas for credits earned at out-of-state
accredited secondary schools.
(a) The state board shall provide for the awarding of a high
school diploma to a person who graduated from an accredited
secondary school in another state under the following conditions:
(1) The person has applied to the county board for the
awarding of a diploma;
(2) The applicant resided in West Virginia immediately prior
to attending school in another state;
(3) The requirements for graduating from the accredited
secondary school in another state meet or exceed the requirements
for graduating from a secondary school in West Virginia;
(4) The applicant has attended a minimum of two years in a
West Virginia secondary school in the county where application is
made for the diploma; and
(5) The applicant has complied with any other requirements the
state board may designate by rule.
(b) For the purposes of this section, the state board shall
promulgate rules for the application process, verification of
residency and transcripts and the awarding of high school diplomas.
